This connection between wildlife funding and conservation is part of the "Circle of Conservation" - an inseparable cycle where habitat, policy, and community intersect. Conservation doesn’t exist in isolation; it requires public understanding.

The North American Model of Wildlife Conservation is built on the principle that sound wildlife management and conservation are funded by hunters and anglers. Their contributions go far beyond recreational pursuits; they ensure the sustainability of wildlife for future generations.

A ‘user pays – public benefits’ structure

The three pillars of this funding include: revenue from sporting licenses and excise tax revenue from both the Wildlife and Sport Fish Restoration Programs.
In some cases, license sales 100% funded the creation of state wildlife agencies such as the Department of Natural Resources or Fish & Game Commissions.
Most state fish and wildlife agencies receive approximately 80% of their funding through this distinct conservation system, though some states still rely nearly 100% on the funding from sportsmen and women.
